The pay-off device comprises a first pay-off spool, a second pay-off spool, a driving pay-off wheel, a driven pay-off wheel and a sleeve pipe, wherein the driving pay-off wheel is arranged on the first pay-off spool; and the driven pay-off wheel is arranged on the second pay-off spool. The wire pulling device comprises a lead winding wheel and a winding wheel drive shaft. The drive device comprises a main drive assembly, a pay-off drive assembly and a wire pulling drive assembly.
