The method comprises the steps of clustering the photo-thermal units with the same or similar parameters into one class; calculating at the level of the class; reducing the problem complexity from the number of units to the number of aggregated categories; realizing the solution acceleration by reducing the problem scale; employing the integer variables, identifying the number of units which are in a power-on state and have power-on and power-off actions in the class; based on the conclusion of two-stage starting, adopting different variables to identify the total starting heat accumulated at the first stage and the second stage of the unit in the type in the starting process, simulating the working conditions of the photo-thermal units in the same type, so that the high solving precision is guaranteed while the calculation efficiency is improved.
