The invention discloses a material distributing moving device and a material distributing system, relates to the field of tobacco machinery, and is used for optimizing the reciprocating motion processof a material distribution vehicle. The material distributing moving device comprises a rail and an elastic device. The rail is used for supporting the material distribution vehicle. The elastic device is installed on the rail, and is used for providing elastic force for the material distributing vehicle positioned on the rail so as to change the movement direction of the material distribution vehicle on the rail. According to the technical scheme, the elastic device is arranged, when the material distributing vehicle moves to the end of a moving track, the elastic device can be collided, then the material distributing vehicle is slowed down until to be stopped and finally to be pushed away in a reverse direction under the action of the elastic force of the elastic device, so that flexible reversing of the materi
