The invention relates to the technical field of oil refining and chemical production, and discloses a system and a method for utilizing oil and gas heat at the top of a tower. The system comprises a tower, a heat exchanger, a reflux tank, a first cooler and a separation tank which are sequentially connected, the tower, the heat exchanger and the reflux tank are connected through a material conveying pipeline to form a circulation loop, so that a liquid phase subjected to heat exchange treatment by the heat exchanger returns to the tower; and the reflux tank is also connected with the first cooler and the separation tank which are connected in series and are used for treating gas phase materials separated from the reflux tank.
