The preparation method comprises: dispersing boron powder in an organic solvent, and stirring uniformly to obtain a mixed solution containing boron particles; adding a hydrogen peroxide solution and boric acid powder, and carrying out high-energy ultrasonic breaking to obtain a primary product solution; and adding sodium borohydride, and carrying out centrifugation to obtain the boron quantum dots.
