The device comprises a first heat exchanger, a desulfurizing tower for removing sulfur impurities, a second heat exchanger, a pre-reformer, a third heat exchanger, a solid oxide fuel cell, a catalytic oxidation combustor for combusting the tail gas of thesolid oxide fuel cell, a fourth heat exchanger, a fifth heat exchanger, a sixth heat exchanger and connecting pipelines among the above parts. The power generation for the solid oxide fuel cell is realized by using the Semilcoke 's tail gas.
