The water treatment apparatus comprises at least two stages of folded plate type reactors connected in series, wherein each stage of the folded plate type reactor comprises a folded plate water distribution zone, a complete mixing reaction zone, a solid-liquid separation buffer zone and a clarification zone, and the complete mixing reaction zone contains zero-valent iron particles. A method for removing halogenated hydrocarbons from water by using the water treatment apparatus comprises that halogenated hydrocarbon-containing water is introduced into the water treatment apparatus, and sequentially passes through the folded plate water distribution zone, the complete mixing reaction zone, the solid-liquid separation buffer zone and the clarification zone of the folded plate type reactor, and the obtained water enters the next stage of the folded plate type reactor, and is treated, wherein the halogenated hydrocarbon-containing water
