Non-contact static level and relative settlement monitoring system and method

The invention discloses a non-contact static level and a relative settlement monitoring system and method. The non-contact static level comprises a laser ranging device, a data acquisition module, a piston block, a Hooker type elastomer and a barrel, wherein the laser ranging device is used for measuring the distance from the piston block to the laser ranging device; and two ends of the Hooker type elastomer are connected with the piston block and the bottom wall of an inner cavity. The relative settlement monitoring system comprises a liquid storage container, the non-contact static level, adata collection device and a data processing center, wherein the liquid storage container is connected with the non-contact static level to form a communicator. The method comprises the step of calculating liquid level differences relative to the liquid storage container before and after settlement through the readings of the laser ranging device before and after the settlement of monitoring points, so as to calculate rel
