A metal inner pipe is inserted in the outer pipe in the same direction; the outer diameter of the metal inner pipeis smaller than the inner diameter of the outer pipe so as to form a water passing channel between the metal inner pipe and the outer pipe; a pipe cavity of the metal inner pipe and a pipe cavity of the outer pipe are mutually separated so as to form a water-free collapse space in the pipe cavity of the metal inner pipe; and pressure resistance of the metal inner pipe is smaller than that of the outer pipe, thus when encountering cold and being frozen and expanded, accumulated water in the water passing channel releases tension by compressing the metal inner pipe inwards, and the integrity ofthe outer pipe is guaranteed.
