The method comprises steps of path detection is carried out on the IP landmark and a plurality of network nodes in the subnet where the IP landmark is located; landmark extension and path division are conducted according to the distribution law of single-hop time delay between different urban network nodes, anonymous routes in path information are searched and merged through a common anonymous route structure, and finally POP network topology in a city is extracted through tightly-connected networknodes to obtain a POP database; a positioning target IP is obtained, path detection is performed on the positioning target IP, a PoP network through which the positioning target IP passes in the detection process is determined, and positioning of the positioning target IP is finally completed according to an urban geographic position area where the PoP network is located.
