Zusammenfassung:The invention relates to a volatile organic compound (VOCs) waste gas resource utilization method and device. The method is characterized by comprising the following steps that a fresh absorbent is loaded into a fresh absorbent tank, the amount of the added absorbent is kept at the upper limit of the liquid level of the fresh absorbent tank all the time, a second-level second-order micro-mixing reactor is started, an absorbent circulating pump is started after operation is stable, a first-level second-order micro-mixing reactor is started when the absorbent in the second-order absorbent tank reaches the upper limit of the liquid level, a second-level circulating pump is started after operation is stable, and when the absorbent in a first-level absorbent tank reaches the upper limit of theliquid level, a high-pressure magnetic suspension fan is started to start VOCs absorption; a first-level circulating pump is started, the absorbent is pumped into an inlet of a film scraper evaporator, and the film scraper ev
