The invention discloses a tube bundle sleeving arrangement device and method. The tube bundle sleeving arrangement device comprises separating plates which are used for collecting tube bundles and evenly distributed, a tube plate for collecting the end parts of one ends of the tube bundles, hoisting lugs for hoisting the tube plate, cables for connecting the hoisting lugs with a plurality of travelling cranes, nylon cables for hoisting the separating plates and hoisting beams for connecting the nylon cables with the travelling cranes. The travelling cranes are used for adjusting the horizontalposition of the tube bundles to a same horizontal surface with a tube bundle shell, then the tube bundles move horizontally and cooperate with a chain block, and the tube bundle shell slowly sleevesthe tube bundles.
