The leachingagent is prepared from a pretreament reagent and a leaching reagent, specifically, the pretreament reagent is prepared from an aqueous alkali solution, carboxymethyl chitosan, and modified starch andthe leaching reagent is prepared from polyhydric alcohol, an aqueous solution of ammonium salt and potassium acetate. Through cooperation of the pretreament reagent and the leaching reagent, the leaching time is shortened, impurity leaching is avoided, and landslide occurrence is avoided as well in leaching. Specifically, small particles in rare earth ore can be dissolved out of the ore layer by the pretreatment reagent, and a leaching channel is opened to prevent the small particles from blocking a pore passage, so that the subsequent leaching is smoother, the leaching is accelerated, and theore bed is stable to avoid
