The composite high-efficiency deoxidizer is prepared through the following steps: taking and uniformly mixing 4-80 mass% of MnCO3 powder, 4-80 mass% of NiCO3 powder and 16-20 mass% of at least one of aluminophosphate cement, kaolin and goat liver-like purple soil, adding water, and molding the obtained mixture; standing the molded mixture for 24-36 h, and carrying out water mist curing one time every 3-4 h; heating the molded mixture to 120-150 DEG C, and drying heated molded mixture for 6-8 h; carrying out isopyknic impregnation in an aqueous LaCl3 solution for 1-2 h, washing the obtained impregnated material with water, and airing the material, wherein La accounts for 0.05-5% of the total mass; and carrying out nitrogen protection, and heating the aired material to 350 DEG C to decompose the MnCO3 and NiCO3.
