The device is provided with an end foundation, a counter-forcesupport, a tensioning cross beam, an anti-pulling foundation, a bending device and a force transmission column. Concrete end bases are arranged at the two ends of the pedestal, a prestress tension transmission column is of a reinforced concrete structure, and a tension counter-force beam is machined through profile steel.
