According to the application method, a power steam source in a thermal power plant system is injected to directly extract a dead steam source in the thermal power plant system; the injected power steam source is mixed with the extracted dead steam source; and pressure boosting and speed reduction are conducted on a steam source obtained after mixing, so that a heating gas source is formed and output to a heating network heater.
