An electromagnetic switching device for a starter and a starter

An electromagnetic switching device for a starter capable of suppressing end surface damage of a ring gear is provided. The device comprises: a main electrical contact, which is arranged in a main circuit; a starting electrical contact provided in a starting circuit; a movable contact which comes into contact with or gets away from the main electrical contact or the starting electrical contact, thereby turning on and off the main electrical circuit or the starting circuit; a suction holding coil bifurcated from the starting circuit; separate and opposing fixed core and plunger; and a rod having one end protruding from the end face of the fixed core toward the direction of the plunger and having the other end installed on the movable contact. The electromagnetic switching device for a starter includes a displacement limiting mechanism portion that limits the displacement of the plunger at a position where the movable contact disconnects the main electrical contact and the starting electrical contact when a pin
