The method includes the steps: calculating a real-time micro-seismic event energy value E and a micro-seismic event frequency value P; calculating an energy deviation value DE between previous macro-energy micro-seismic event occurrence time and monitoring early warning time, and acquiringthe variation trend of the energy deviation value DE; calculating a frequency deviation value Dp between the previous macro-energy micro-seismic event occurrence time and the monitoring early warningtime, and acquiring the variation trend of the frequency deviation value Dp; determining preliminary rock burst hazard level by a quantitative early warning method according to the real-time micro-seismic event energy value E; performing correction by a trend early warning method according to the energy deviation value DE, the variation trend of the energy deviation value DE, the frequency deviation value Dp and the variat
