The device comprises an insulating support frame, an insulating operating rod and an insulating wire hanging pulley. An end part of the insulating support frame is provided with an insulating hoisting tackle, and the insulating operating rod is provided with a free end and an operating end which are oppositely arranged. The insulating operating rod is configured after the insulating wirehanging pulley is installed at the operating end. Through the cooperation of the insulating wire hanging pulley and the insulating operating rod, the insulating wire hanging pulley is conveyed to a live wire.
