The invention discloses a plunger type fire extinguishing and cooling device comprising a liquid storage tank. A piston is arranged in the liquid storage tank and located between the two ends of the liquid storage tank. The piston is in sliding seal with the inner wall of the liquid storage tank so as to divide the inner cavity of the liquid storage tank into a first cavity and a second cavity which are located on the two sides of the liquid storage tank. A gas generating agent capable of generating a large amount of gas after being ignited is contained in the first cavity. The end, far away from the second cavity, of the first cavity is provided with an ignition mechanism used for igniting the gas generating agent. The second cavity is filled with a fire fighting medium. The end, far awayfrom the first cavity, of the second cavity is provided with an output connection opening.
