The invention discloses a filling construction method for a shallow hole goaf group completely isolated by strip-shaped columns. The method comprises the following steps of (1) ore accumulating roadway top brushing: conducting drilling and blasting at the top of an ore accumulating roadway to enable the rock at the top of the ore accumulating roadway to fall into the ore accumulating roadway, so that the elevation of a roof of the ore accumulating roadway is basically the same as the elevation of a roof of a shallow hole goaf; (2) linking roadway top brushing: conducting top brushing on a linking roadway between the ore accumulating roadway and the shallow hole goaf to enable the elevation of a roof of the linking roadway to be basically the same as the elevation of the roof of the shallowhole goaf; (3) goaf group filling: releasing sand from an opening of the ore accumulating roadway to conduct goaf group overall filling.
