The method comprises the following steps: deciding a user combinationscheme by a tenant scheduler in a preset cache framework structure according to a historical access feature of a user; separately managing a user cache for both read and write operations to achieve anoptimal cache space allocation, and controlling an actual bandwidth acquired by the user based on an equivalent relationship between a bandwidth acquired by the user from underlying storage and a bandwidth of an updated cache, and strictly limiting a bandwidth upper limit acquired by the user below a target value; and dividing the cost of a storage system into the cost of distributed storage andthe cost of SSD (Solid State Disk) caching.
