Desulfurization pretreatment is conducted, after charging and melting down, long-time high-temperature refining is conducted, and O and N removal is achieved through the good carbon-oxygen reaction; after refining is finished, alloying elements are added; composite desulfurization is conducted, CaO-Al2O3-CaF2 series pre-melted slag is added on the surface of a melting pond obtained after desulfurization pretreatment for rapid slagging; after added pre-melted slag is basically melted down,a NiCa alloy desulfurizing agent is added for deposition desulfurization, and the Ca mixing amount is 0.01 wt%-0.03 wt%.
