The invention provides a wall surface flaking-preventing and cracking-falling-off-resistant process. The wall surface flaking-preventing and cracking-falling-off-resistant process comprises the following steps: S1, the surface of a base layer of the wall surface is painted with a permeable interface agent to be subjected to base layer solidification treatment; S2, anti-cracking putty is applied tothe solidified base layer of the wall surface in a dispersed mode through a guiding rule of 1-1.5 m; S3, a glass fiber net is hung on the wall surface where the anti-cracking putty is applied; S4, neutral putty is applied to the wall surface where the glass fiber net is hung in a dispersed mode through a guiding rule of 2 m; and S5, the wall surface where the neutral putty is applied in the stepS4 is subjected to uneven defect filling up through neutral putty to achieve neutral putty levelling. By painting the permeable interface agent on the surface of the base layer of the wall surface tosolidify the base layer, th
