The method comprises the following steps that firstly, a reductive agent with the particlediameter ranging from 30 cm to 40 cm is laid at the bottom of a submerged arc furnace; secondly, manganese ore with the particle diameter ranging from 30 cm to 40 cm is poured into the submerged arc furnace, and a liquid-state mixture is formed through high-temperature smelting of 1400 DEG C; thirdly, silica powder is added into the liquid-state mixture, the high-temperature smelting of 1400 DEG Cis continued, and the manganese-silicon alloy is formed. The invention further provides a device for preparing the manganese-silicon alloy by utilizing the manganese-rich slag.
