The method is characterized in that after anaerobic treatment on sewage, the sewage is subjected to aerobic treatment under the action of zero-valent iron, and through the reaction under aeration conditions, the EPS content of sludge is reduced; then secondary sedimentation is carried out, and residual activated sludge containing iron is concentrated by gravity sedimentation; the concentrated iron-containing sludge is preheated, and then heated to undergohydrothermal reaction; after the reaction is finished and the sludge is cooled, centrifugal dehydration is performed to obtain a hydrothermal liquid and sludge carbon; and the hydrothermal liquid issubjected to Fenton oxidation reaction.
