The method utilizes a mixture of a filtrate obtained by crystallization and filtering ofan oxime hydrolysis reaction and a water-rich phase of a distillate to absorb hydrogen chloride dry gas, and the obtained absorption liquid and ketoxime are added to a reactive distillation system for reactive distillation; when the concentration of hydroxylamine hydrochloride in the reaction solution reaches 7 to 14 mol/L, the solid obtained by crystallization and filtering is the product hydroxylamine hydrochloride, and the filtrate after crystallization and filtration is mixed with the water-rich phase of the distillate and recycled for absorbing the hydrogen chloride dry gas.
