A sealing gasket for sealing is also provided between the flanging and the floating plate. The closed end of the cylinder is fixed with a weight through a thread. The cylinder is mountedwith an electrically connected controller, a detection mechanism, and a power source. The controller communicates with the background service terminal through a network module, wherein the network module is a 4G module. The floating plate is also fixed with an antenna which connected to the controller.
