The invention discloses a urea and hydrogen peroxide mixed solution combined SNCR smoke denitrification apparatus and method. The method comprises the following steps: firstly performing the primary denitrification by utilizing an SNCR apparatus, then performing the treatment successively by virtue of an air preheater, an electrostatic dust collector and a wet-method desulphurization tower, sending the smoke in a denitrification tower, enabling the smoke to sufficiently contact a denitrification spray solution, firstly absorbing NOx by virtue of a physical absorbent in the denitrification spray solution, then performing the oxidation reduction reaction with urea and hydrogen peroxide, generating N2, CO2 and H2O, realizing the further denitrification, wherein the comprehensive efficiency is90 percent or above.
