The invention relates to a device for early warning the grouting position in anchor cable construction, and a construction method thereof. The device comprises an elastic structure and a pressure detection structure, wherein the elastic structure is arranged at the boundary position of an anchoring section and a non-anchoring section of an anchor cable, the gap between an anchor cable hole and theanchor cable is plugged by the elastic structure, and the pressure detection structure is connected to the elastic structure. The pressure at the elastic structure is detected in real time through the pressure detection structure, and alarming is conducted to prompt grouting stopping when the detected pressure is changed. The problem that the grouting position in the anchor cable hole cannot be judged accurately in the prior art is solved. The situation that grouting is continuously conducted on the anchor cable hole, consequently the non-anchoring section is poured, and then free stretchingof the non-anchoring secti
