The method adopts the smelting process of EAF-LF-VOD-LF for production. Steel liquid is smelted through a VOD furnace and discharged to an LF furnace for smelting, the combined nitrogen increasing technology is adopted in the LF furnace smelting process, and achieves nitrogen increasing in the way of combining the process of blowing nitrogen into the steel liquid and the process of adding nitrogen containing ferrochromium into the steel liquid. The smelting process of EAF-LF-VOD-LF isadopted for production, the cost is reduced by 40% or more, meanwhile, steel liquid ingredients, particularly the nitrogen element content and the carbon element content are effectively controlled, and the steel liquid quality is remarkably improved through treatment in multiple refining furnace working procedures.
