The method comprises the steps that obtaining the external environment information and windspeed detected by each wind generating set in the wind power plant are obtained and used as the first set of external environment data and the first set of wind speed data; the external environment information and wind speed detected by at least one anemometer tower in the wind power plant are obtained and used as the second set of external environment data and the second set of wind speed data; the first set of external environment data and the second set of external environment data are used to calculate the external environment comprehensive value of the external environment information, and the comprehensive wind speed of the wind power plant is calculated by using the first set of wind speed data and the second set of wind speed data; and whether the blades of the multiple wind generating sets are frozen or n
