A top mounting plate and a bottom mounting plate of a main body steel frame are in a circular shape. Stand columnsare arranged between the top mounting plate and the bottom mounting plate and provided with clamping grooves. A wedge-shaped clamping mechanism is fixed to the main body steel frame through the wedge-shaped clamping mechanism. An axial moving wedge-shaped block is fixed into a baffle clamping groove through a wedge-shaped baffle. The in-pipe actuating mechanism comprises cutting equipment. A thinhydraulic cylinder drives the wedge-shaped clamping mechanism to fix the cutting equipment in a pile pipe. Power is provided by a hydraulic station.
