The method comprises the following steps: classifying services according to time delay requirements, allocating a first-in first-out queue to each kind of service, and calculating the weight of the queue according to the time delay requirements; when the data packet to be encrypted of the queue arrives at the queue head, calculating the early waiting time of the data packet of the queue head; according to the early waiting time of the queue head data packet, the queue weight and the service encryption required secret key length and the maximum encryption rate, calculating the predicted time consumption of the queue head data packet; and selecting a queue with the largest weight from the queuewhich is expected to be larger than the time delay requirement to send the queue head data packet.
