The low-surface resistance flexible insulation material comprises a low-resistance coating layer, a first insulation paper layer, a first adhesive layer, a thin film layer, a second adhesive layer and a second insulation paper layer which are sequentially arranged fromtop to bottom, wherein the low-resistance coating layer is modified insulation paint internally doped with nanometer active carbon, and the mass content of the nanometer active carbon accounts for 10-25% of the modified insulation paint.
