The invention discloses a flooded evaporator and a water chilling unit with the flooded evaporator. The flooded evaporator comprises a shell, a distributor and a heat exchange pipe bundle. A liquid inlet is formed in the shell, and an air outlet is formed in the top of the shell. The distributor is arranged in the shell and connected with the liquid inlet, the heat exchange pipe bundle is arrangedat the lower portion in the shell and located below the distributor, and the heat exchange pipe bundle comprises a plurality of heat exchange pipes. After being evenly distributed through the distributor, a liquid refrigerant entering from the liquid inlet flows towards the heat exchange pipe bundle and exchanges heat with the multiple heat exchange pipes, a gas-state refrigerant obtained after evaporation is discharged out of the air outlet, and the non-evaporated liquid refrigerant flows to the bottom in the shell and immerses at least one part of the heat exchange pipes.
