The method comprises the steps of building at least one functional component corresponding to at least one business function; determining at least one target business function corresponding to to-be-developed software; in the functional components, determining the target functional components corresponding to the target business functions respectively; combining all the target functional components, and developing the to-be-developed software by using the combined targeted functional components.
