| Zusammenfassung: | The invention discloses a turnover type ladder stand device and method for offshore wind power operation and maintenance. The ladder stand device comprises an operation and maintenance vessel, an offshore platform pipe pile, a turnover ladder stand and a lifting hoist. A wind generating set ladder stand platform is arranged on the offshore platform pipe pile, one end of the turnover ladder stand is connected to the wind generating set ladder platform through hinge pins, and the other end of the turnover ladder is erected on a deck of the operation and maintenance vessel through rollers. The end with the rollers of the turnover ladder stand is connected with a hoist chain, and the other end of the hoist chain is coiled from the lifting hoist and then extends downwards. The turnover ladder stand is connected to the lifting hoist through the hoist chain.
