The height adjusting device comprises at least one fixing flange plate fixedly arranged on a trolley frame; the fixing flange plates are fixedly connected with flange connecting plates by a plurality of flange connecting bolts; each flange connecting plate is fixedly provided with an outer sleeve pipe; an inner connecting pipe is connected with the outer sleeve pipes in a sleeved mode, and the inner connecting pipe and the outer sleeve pipes are fixedly connected by connecting plug pins; and the bottom of the inner connecting pipe is fixedly connected with a shaft of a walking tire device. The method comprises the following steps that the height of the trolley is adjusted by a hydraulic jack hook and a height adjusting mechanism to adapt to height changes in a construction site; and during transferring, the hydraulic jack hook is retracted to enable the steel bar net slices to the bott
