The pre-assembling method comprises the following steps: manufacturing a pre-assembling tool, cutting I-shaped steel bars accordingto the size, machining flange plates, manufacturing the pre-assembling tool and detecting accuracy and size and ensuring the accuracy and the size are qualified; manufacturing upper bogie frame sidebases and driver cab channel bases; respectively fixing the upper bogie frame side bases and the driver cab channel bases on two sides of the flange plates on the pre-assembling tool by using fixing pings, and connecting the upper bogie frame side bases, the driver cab channel bases and the flange plates together to form a whole body through the fixing pings; positioning, assembling and welding the upper bogie frame side bases with an upper bogie frame on the pre-assembling tool, moving positioning pins after detecting that the upper bogie frame side bases and the upper bogie frame are qualifiedly positioned, assembled
