The device comprises a connecting plate; a wire clamping device and a suction disc device are fixedly connected onto the connecting plate;the wire clamping device comprises a rotary air cylinder connected to the connecting plate, and a parallel pneumatic finger air cylinder fixedly connected onto the rotary disk of the rotary air cylinder; two parallel clamping claws of the parallel pneumatic finger air cylinder are fixedly connected with two wire clamps respectively; wire slots are formed in one side of one of the two clamping claws and one side of the other clamping claw which are opposite to each other; the suction disc device comprises a fixing block connected with the connecting plate, a middle block connected with the fixing block, a self-resetting air cylinder connected with the middle block, a mounting block fixedly connected with the piston rod of the self-resetting air cylinder, and a vacuum type suction disc connected with the mounting b
