The invention discloses an underwater ground anchor structure which comprises a cable body and a cable joint, wherein the cable body is arranged in an anchor hole formed by drilling underwater; the cable body comprises an anchoring section, a transitional section and a free section which are successively arranged; the anchor hole penetrates through an intense weathering lower limit line; the anchoring section and the transitional section are located in the anchor hole below the intense weathering lower limit line; the part, above the intense weathering lower limit line, of the cable body is the free section; the free section stretching out of the underwater ground line is connected to the cable joint; the anchoring section comprises a plurality of dispersed single steel strands which are compacted to an integral steel strand on the transitional section and the free section; and cement paste for fixing the cable body is poured into the anchor hole.
