Chemical components of the twice cold reduced tint plate comprise 0.06%-0.09% of C, less than or equal to 0.02% of Si, 0.30%-0.50% of Mn, less than or equal to 0.015% of P, less than or equal to 0.012% of S, 0.005%-0.02% of Als, 0.0200%-0.0250% of N, and the balance of Fe and inevitable impurities. The manufacture method comprises the steps of continuous casting, hot rolling, acid pickling, cold rolling, continuous annealing, secondary cold rolling, and tin plating. Due to component proportioning and process optimization, the prepared tin plate is low-cost but has high strength and high plasticity.
