The method comprises the following steps of: 1, evaluating a component level, wherein the evaluation of the component level comprises storage unit evaluation, storage unit-storage associated characteristic evaluation and component-level function and performance analysis; 2, evaluating a board level, wherein the evaluation ofthe board level comprises basic function verification, port time series verification, power supply biasing test, power on/power off test and CPU matching test; and 43, evaluating a programmer, whereinthe evaluation of the programmer comprises program output stability analysis and resistance consistency analysis after programming. The method is capable of comprehensively evaluating PROM devices and has an important meaning for PROM evaluation.
