The preparation method comprises the steps of: depositing a carbon nanotube having a stamen-shaped structure on a graphene-based gel surface at the temperature ranging from 450 DEG C to 600 DEG C through a chemical vapor deposition method by adjusting theproportion of a catalyst and a carbon source material, wherein the catalyst is nickel acetate, and the carbon source material is ethanol; then performing 2-20MPa high-pressure tablet pressing processing to obtain the stamen-shaped carbon nanotube/graphene three-dimensional layered composite electrode material having abundant porous structures.
