Zusammenfassung:	An objective of the present invention is to provide an optical film with zero retardation, which is free from the occurrence of cracks or cutting dust, while being suppressed in variation of the retardation value. Another objective of the present invention is to provide a polarizing plate which is provided with this optical film. This optical film contains a cycloolefin resin and a compound havinga negative intrinsic birefringence and a weight average molecular weight within the range of 500-14,000, and is characterized in that: the cycloolefin resin is contained in an amount within the rangeof 51-99% by mass; the compound having a negative intrinsic birefringence i s contained in an amount within the range of 1-49% by mass; the optical film has a film thickness within the range of 5-20[mu]m; the in-plane retardation value Ro (nm) of the film is within the range of 0
