The method comprises the steps that heat absorbed by a furnace burden layer in the submerged arc furnace in unit time is calculated based on laws of thermodynamics, the total heat absorbed per unit output in the smelting process is calculated based on the principle of chemical reaction, the heat energy distribution coefficient is calculated according to the heat absorbed by the furnace burden layer and the total consumed heat, and the electric pole movement displacement for controlling the electric pole fluctuation in the submerged arc furnace is obtained according to the molten bath resistance, the furnace burden resistance, the operation resistance and theheat energy distribution coefficient.
