The in-situ layered utilization of the building solid wastes comprises the following steps: two types of rough solid wastesand fine solid wastes in field building solid wastes are crushed and screened; two types of rough green plant waste and fine green plant wastes, comprising plant residues, weeds, falling leaves and battens, are crushed; foreign soil, organic and inorganic improved materials and microbial agents are added to the original field soil to form prepared soil for future use; rough solid waste layers, fine solid waste layers, rough green plant waste layers, fine solid waste layers, fine green plant waste layers and prepared soil layers are put in fields without excavated original soil from bottom layers to surface layers; and finally, planting oil layers cover for compaction in layered filling.
