A webbing winding device, wherein, at the time of a vehicle crash, the pulling out of webbing from a spool by an occupant is limited by the torsional shaft of a first force limiter mechanism, is limited by the wire of a second force limiter mechanism in accordance with the body size of the occupant, and is limited by the wire of a third force limiter mechanism in accordance with the deceleration/acceleration of the vehicle.
