The waste steam and hot water and thermal energy recycling system includes a water and steam separator, a wastesteam and condensate water collecting device, a first hot water pump and a condensate water tank; the water and steam separator is connected with a steam outlet pipe; the waste steam and condensate water collecting device is connected with a first steam outlet at the top of the water and steam separator; the first hot water pump is connected with a first condensate water outlet at the bottom of the water and steam separator, and the hot water pump is connected with the waste steam and condensate water collecting device; the condensate water tank is connected with the first hot water pump, anda second condensate outlet of the condensate water tank is connected with the steam outlet pipe; and the condensate water tank is connected with a third condensate water outlet at the bottom of the waste steam and condensate
